Assembly Speaker Craig Coughlin, a proponent of Stay NJ, and other legislators may face challenges if the program is reduced. Meanwhile, progressive members of the Assembly may push for increased aid to urban areas, despite Sherrill's commitment to avoiding tax hikes. The governor's transparency and fiscal discipline have been praised by some business leaders and stakeholders, who view her approach as a welcome shift in tone.

Sherrill's budget address will reveal her strategy for reconciling campaign promises to lower costs and protect key priorities with the difficult choices required to rein in spending. The governor has emphasized the need for transparency, announcing a public budget tracking tool to be launched in April.
